VISTA, CA, UNITED STATES, August 25, 2026 /EINPresswire.com/ -- The Caritas Corporation (Caritas) and Level 3 Construction, Inc. today announced the groundbreaking of Caritas Village – Vista, a 24-unit affordable housing community in Vista, Calif.

Caritas, an Orange County-based nonprofit that has provided and maintained quality affordable housing for Californians of low and limited income for more than three decades, awarded Level 3 Construction, a general contractor specializing in multifamily, hotel, mixed-use, and affordable housing projects, with an $8.7-million contract to build the 28,787-square-foot development at 325 Plymouth Drive.

Officials from the City of Vista and Chamber of Commerce joined Caritas and Level 3 Construction executives on site this morning, along with other community leaders for a groundbreaking ceremony. Construction is expected to be completed in summer 2027. Key Caritas Village – Vista features will include:

• Two, three-story apartment buildings of 12 homes each
• One-, two-, and three-bedroom options
• Capacity for 64 residents and 25 on-site parking spaces
• A single-story community building housing a clubhouse, leasing office, laundry facility, and maintenance room
• Additional nearby street parking

“Today’s groundbreaking marks our first development in San Diego County and represents our continued commitment to expanding access to quality, affordable housing,” said Randy Redwitz, Caritas CEO. “When we build affordable housing, we are investing in people, while building communities that uplift and empower our residents. Along with our partner Level 3 Construction, we are creating a unique community that will provide families and individuals with a safe and stable place they can truly call home."

Caritas Village – Vista reached this pivotal stage after several months of close collaboration between Level 3 Construction and WHA, Inc., the Irvine-based architecture and planning firm that designed the community. Working alongside WHA’s design team, Level 3 Construction brought field-level insight to the drawing board, leading detailed design and constructability reviews along with value engineering to identify cost savings without compromising the quality or intent of the design. That early guidance — offered while changes were still inexpensive to make — is what carried the project into the field. Crews have since completed the site’s initial grading, drilling, and shoring.

Caritas Village – Vista is Level 3 Construction’s first project with Caritas and the latest in its growing portfolio of affordable and workforce housing communities in North County San Diego.
